Where to pass the inspection

Tractors and self-propelled machines are a very popular and common type of technical means not only in agriculture, but also in almost all industries, construction and communal service. Rules for the technical inspection of self-propelled machinery and other types of equipment registered by the state supervision of their technical condition

1. These Rules establish the procedure and frequency of technical inspection of self-propelled machines and other types of equipment registered by the state supervision of their technical condition (hereinafter referred to as state administration).

In this rules under self-propelled machines and other types of equipment (hereinafter - machines), tractors, self-propelled road construction and other machines are understood, with the exception of wheel off-road motor vehicles that have an internal combustion engine with a volume of more than 50 cubic meters. Santimeters or electric motor with maximum capacity of more than 4 kilowatt, trailers to them.

2. The technical inspection of the machines is organized and is conducted by the Government bodies.

3. For the issuance of documents on the passage of technical inspection of machines, the state duty is charged in sizes and the procedure that are established by the legislation of the Russian Federation on taxes and fees.

4. The requirements of individual species during their technical inspection are subject to requirements (including parameters) for technical inspection to the machines of individual species, according to Appendix (hereinafter referred to as security requirements).

5. Machines are subject to technical inspection with the following frequency:

a) off-road vehicles intended for the carriage of passengers and having in addition to the driver's seat more than 8 seats - every 6 months;

b) the rest of the cars - annually.

6. The first technical inspection of the machines is carried out immediately after their registration by the state-stance authorities.

With regard to machines, from the date of manufacture of which no more than one year passed and which were not in operation (with the exception of off-road vehicles intended for the transport of passengers and having in addition to the driver's seat, more than 8 seats), the first technical inspection is carried out without checking their technical condition. With the issuance of a certificate of passing a technical inspection provided for in paragraph 12 of these Rules.

Subsequent technical inspections of machines are carried out (by choosing the owner of the machine):

in a place, a day and during the constituent body of the State Student of the Russian Federation, based on the periodicity of the technical inspection of machines established by these rules, the number of cars registered by the specified organ, their location, seasonality of use and availability for technical inspection. This information is posted on the official website of this body in the information and telecommunications network "Internet";

at the location of the Gostechnadzor authority, regardless of the place of registration of cars in agreed with the specified body and time.

7. Conducting a technical inspection includes:

a) verification of the availability of documents provided for in paragraph 8 of these Rules, as well as information on the payment of the state fee for issuing a document on the passage of technical inspection of the machine;

b) checking the compliance of the data machines specified in the documents submitted and the identification of machines;

c) checking the technical condition of the machines (with the exception of machines in respect of which, in accordance with paragraph 6 of these Rules, the first technical inspection is made without checking their technical condition);

d) Registration of documents on the passage of technical inspection.

8. To pass the machine's technical inspection, the car owner or his representative (hereinafter - the applicant) represents the machine and the following documents:

a) a document certifying the identity of the applicant;

b) power of attorney or other document confirming the powers of the representative of the car owner (for the representative of the owner of the car);

c) a document confirming the applicant's right to managing the machine presented for the passage of technical inspection;

d) certificate of car registration;

e) insurance policy of mandatory civil liability insurance owner vehicle (In cases where the obligation to insurance for civil liability of the vehicle owner is established by federal law).

9. Information on the payment of the state fee for issuing a document on the passage of technical inspection of the machine GOSTECHNAZOR body receives using unified system Interdepartmental electronic interaction.

The payment document of this state duty may be submitted to the authority of the State Adjacent Applicant on its own initiative.

10. In the event of failure to submit the documents stipulated by paragraph 8 of these Rules, in full, or the lack of information on the payment of the state fee for issuing a document on the passage of technical inspection of the machine, or the inconsistency of the machine indicated in the documents submitted, the technical condition of the machine is not carried out and A technical inspection certificate is drawn up, provided for in paragraph 12 of these Rules.

11. Technical diagnostics are carried out by methods of visual, organoleptic control using funds technical diagnostics, including mobile resources.

Maintenance specifications and lists of technical diagnostics are approved by the Ministry of Agriculture of the Russian Federation.

12. According to the results of the technical inspection of the machine, one of the following documents on the passage of technical inspection is drawn up:

a) certificate of the passage of technical inspection (in case of compliance with the safety requirements);

b) Act of a technical inspection (in case of detection of non-compliance with any of the security requirements, as well as in the cases provided for in paragraph 10 of these Rules).

13. Certificate for the passage of technical inspection acts in relation to:

off-road vehicles intended for the transport of passengers and having in addition to the driver's seat more than 8 seats - within 6 months from the date of issuing it;

other machines - during the calendar year.

In case of loss or damage to the certificate of technical inspection during its term, the appropriate duplicate is issued by the Government authority, which made this evidence, apply for the owner of the car or his representative after receiving the information authority of the State Duty authority in the manner prescribed by clause 9 of these Rules.

The form of a technical inspection certificate is a document of strict accountability and protected printing products of the level "B".

The form of a form of certificate of passage of technical inspection, as well as the procedure for filling, storage and destruction is approved by the Ministry of Agriculture of the Russian Federation.

14. In the event of a non-compliance of the machine, any of the security requirements in the technical inspection certificate indicates the parameters of the machine for which such a nonconformity is established.

The form of an act of technical inspection and the order of its completion is approved by the Ministry of Agriculture of the Russian Federation.

15. The machine for which the technical inspection act is issued is subject to a re-technical inspection.

When presenting a machine for passing a repeated technical inspection within 20 days from the date of registration of an act of a technical inspection, containing information about the non-compliance of the machine to any of the security requirements, the state of the State Specification, which has developed such an act, verification of the technical condition of the machine is carried out only in relation to those specified in this act Machine parameters for which such inconsistency is established.

I. Brake systems

c) for trailers and semi-trailers of tractor - according to paragraph 5.5 GOST R 52746;

d) for self-propelled road construction machines - according to paragraphs 4.3-4.5 GOST R ISO 3450;

e) for forestry and forestry wheeled tractors, logging and forestry wheeled machines - according to paragraphs 7.5 and 7.6 GOST R ISO 11169;

e) for forestry and forestry crawler tractors, logging and forestry tracked machines - in accordance with paragraphs 6.1.1 and 6.1.2 GOST R ISO 11512;

g) for snowmobiles - according to paragraph 5.3 GOST R 50944;

3. The leakage of compressed air from the compounds and elements of the brake system is not allowed.

4. Bending brake fluid and (or) a violation of the tightness of pipelines or compounds in the hydraulic braking actuator are not allowed.

5. Corrosion, threatening with loss of tightness or destruction, is not allowed.

6. Mechanical damage to brake pipelines is not allowed.

7. The presence of parts with cracks or residual deformation in the braking actuator is not allowed.

8. Alarms and control tools brake systems, Pneumatic and pneumatic-hydraulic brake drive pressure gauges and fixation device of the parking braking system should be operational.

9. The swelling of the brake hoses under pressure and (or) the presence of cracks on them and the visible shifts are not allowed.

10. The location and length of the connecting hoses of the pneumatic brake drive of tractor trains should exclude their damage during the mutual displacement of the tractor and the trailer (semi-trailer).

II. Steering

11. Changing the effort when turning the steering wheel should be smooth in the entire range of corner of its turn. The inoperability of the steering amplifier (if available) is not allowed.

14. Damage and lack of parts for mounting the steering column and the steering mechanism crankcase, as well as the increase in the mobility of the steering parts relative to each other or body (frame), not provided by the manufacturer (in operational documentation), are not allowed. Threaded connections must be tightened and fixed by the manufacturer's method. The backlash in the connections of the riveting tracks and steering knaps and hinges is not allowed. 15. Application in the steering mechanism and steering part of parts with traces of residual deformation, with cracks and other defects are not allowed.

16. The maximum angle of rotation of the steering wheel (steering wheel) should be limited to devices provided by the machine design.

d) for trailers and semi-trailers Tractor - GOST 8769;

e) for snowmobiles - paragraphs 5.2.21 and 5.2.22 GOST R 50944;

e) for snow-born - paragraphs 5.2.21 and 5.2.22 GOST R 50943.

23. Braking signals (main and optional) should be included when exposed to working and emergency braking systems and operate in constant mode.

25. On machines performing work on the construction, repair or maintenance of roads, as well as on machines moving on public roads at a speed of 20 km / h and more and having a width of more than 2.55 meters, special light signals must be installed (flashlight beacons ) Yellow or orange. VIII. Other design elements

50. Tractors and self-propelled road construction vehicles should be equipped with rearview mirrors on the left and right.

66. Fixators of the transport position of the plates of semi-trailers, designed to prevent them from spontaneous lowering when moving, must be operational.

67. Feeding oils and working fluids from the engine, gearbox, side gearboxes, bridges, clutch, battery, cooling and air conditioning systems and additionally installed hydraulic devices is not allowed.

    The grounds for refusing to receive documents necessary to provide public services are:
