3) in other cases provided for by federal laws, but in relation to roads of regional or intermunicipal, local significance within the boundaries of settlements, including in order to increase their capacity, the laws of the constituent entities of the Russian Federation.

2. Temporary restrictions or termination of vehicle traffic on the roads of federal significance and private roads are carried out in the manner prescribed by the authorized government of the Russian Federation by the federal executive authority.

2.1. The time limit or stopping the movement of vehicles on roads of regional or intermunicipal, local importance is carried out in the manner established by the senior executive body of the state of the constituent entity of the Russian Federation.

3. In the case of decisions on the temporary restriction or termination of the movement of vehicles on roads, the federal executive body, which performs the functions of public services and the management of state property in the field of road enterprise, the executive authorities of the constituent entities of the Russian Federation, local governments are obliged to take action on the organization of road traffic, including by means of drills.

What is the restriction of movement on the roads in the spring?

This, in particular, is about emergency situations on the roads (traffic accidents, technological accidents), the prevention and elimination of emergencies, the performance of road maintenance work (when other measures are not possible to ensure road safety) and others.

On the restrictions (termination) of movement of users, users are informed 30 days before the introduction by posting on the Internet, the media information about the causes and timing of such measures, as well as the possible routes of the area. In appropriate cases are notified immediately.

I. General provisions

1. This procedure for the implementation of temporary restrictions or stopping the movement of vehicles on roads of the regional or inter-municipal significance of the Moscow region, as well as on roads of local importance in the territory of the Moscow region (hereinafter - the procedure) is developed in accordance with the Federal Law of 08.11.2007 N 257 -FZ "On the roads and on road activities in the Russian Federation and on amending the individual legislative acts of the Russian Federation", federal law of 10.12.95 N 196-FZ "On Road Safety" and the Law of the Moscow Region N 230 / 2005- OZ "On the Government of the Moscow Region."

2. This procedure determines the procedure for introducing temporary limitations or stopping the movement of vehicles on roads of the regional or inter-municipal significance of the Moscow region, as well as on roads of local importance on the territory of the Moscow region (hereinafter - temporary restrictions or termination of traffic).

3. Temporary restriction or termination of the movement are set:

with reconstruction, overhaul (repair) of roads of the regional or inter-municipal significance of the Moscow region, as well as local roads in the Moscow region;

during the occurrence of adverse climatic conditions, in the case of a reduction in the bearing ability of the structural elements of the highway, its plots and in other cases in order to ensure road safety;

in the period of increased intensity of vehicle movement on the eve of non-working holiday and weekend days, in a non-working holiday and weekends, as well as during the clock of maximum loading of highways;

in other cases provided for by federal laws and the laws of the Moscow region.

4. Temporary restrictions or termination of the movement are introduced on the basis of an appropriate administrative act on the introduction of restriction or termination of the movement (hereinafter - the act on the introduction of motion restrictions), except in the cases provided for in paragraph 22 and paragraph 25 of this Procedure.

5. The act on the introduction of motion limit is accepted:

5.1. For roads of regional or inter-municipal significance Moscow region:

in cases provided for by section IV of this Procedure, and in other cases provided for by federal laws and the laws of the Moscow Region - the Government of the Moscow Region;

in cases provided for in Sections III, V, VI of this Procedure - the Ministry of Transport and Road Infrastructure of the Moscow Region.

6. Act about the introduction of motion restrictions are set:

deadlines for the start and end of periods of temporary limitation or termination of movement;

II. Informing about the introduction of temporary limitations or stopping vehicle traffic on roads

7. In the case of adoption by the bodies specified in paragraph 5 of this Procedure, decisions on the temporary restriction or termination of the traffic of roads on roads The Ministry of Transport and Road Infrastructure of the Moscow Region and the local governments of the Moscow Region are obliged to take measures to organize traffic including by means of driving device in cases provided for by sections III and V of this Procedure. 8. 9. In cases provided for by Section IV of this Procedure, information on the introduction of a movement restrictions 30 days before the start of temporary restriction of the movement is posted on the Internet on the official websites of the Ministry of Transport and Road Infrastructure of the Moscow Region, the State Cassenar Institution of the Moscow Region "Office of the Moscow Region Automobile Roads Mosavtodor and municipalities of the Moscow region.

10. III. Temporary limit or cessation of movement during reconstruction, road repair (repair) of roads

11. Act on the introduction of temporary restrictions or termination of movement during reconstruction, road repair (repair) of roads is made on the basis of the design documentation approved in the prescribed manner, which is justified by the need to introduce restriction or termination of movement.

12. Temporary restriction or termination of movement during reconstruction, overhaul (repair) of roads introduced on the basis of an act on the introduction of motion restrictions are carried out by:

termination of movement at the part of the automotive road and ensure the use of public roads in coordination with their owners;





termination of movement over certain periods of time, but not more than 8 hours a day;

limitations of movement for vehicles (with load or without cargo), total mass and (or) load on the axis, as well as the overall parameters of which exceed the temporarily set values \u200b\u200bof weight and overall parameters for the period of reconstruction overhaul (repair) roads.

13. The period of temporary limitations or termination of the movement is established in accordance with the project documentation. The change in the term of the temporary limitation or termination of the movement is allowed in cases of adverse weather conditions, emergency and emergencies, the circumstances of force majeure, which changes are made to the act of introducing movement restrictions and users of roads are informed immediately.

14. Temporary limit or termination of motion are provided by organizations listed in the act on the introduction of motion restrictions by installing the corresponding road signs or other technical means of organizing road traffic, as well as managerial-adjusting actions.

15. Temporary restriction or termination of motion do not apply to the transportation of road-building and road-based operational techniques occupied on the performance of work during the reconstruction, overhaul (repair) of roads in the site of restriction or termination of motion.

IV. Time limitations of movement during the occurrence of adverse climatic conditions in the case of a decrease in the carrier ability of the structural elements of the automotive road, its sites

16. Temporary restrictions on the occurrence of adverse natural and climatic conditions are introduced into the spring period in order to prevent reduction of the bearing capacity of the structural elements of the automotive road caused by their overvoltage, as well as in the summer for vehicles carrying out the transport of heavy cargo on roads with asphalt concrete coating, due to exceeding permissible temperatures.

19. 20. Temporary restriction of movement in the spring period does not apply:

the vehicles of the federal executive bodies in which the Federal Law provides for military service.

21. Temporary restriction of movement in the spring is introduced on the roads of the regional or inter-municipal significance of the Moscow region and roads of local significance, taking into account the natural and climatic conditions.

The duration of the temporary limitation of motion in the spring period should not exceed 30 days.

22. 23. In the summer period, the time limit of traffic vehicles carrying out the transport of heavy cargo, the load on the axis of which exceeds the maximum permissible values \u200b\u200bof roads with asphalt concrete coating on the territory of the Russian Federation, are allowed from 22.00 to 10.00.

24. Temporary restrictions on the summer period do not apply:

on passenger transport by buses, including international;

for the transportation of goods required to eliminate the effects of natural disasters or other emergencies;

for the transportation of road construction and road operational techniques and materials used in conducting emergency restoration and repair work.

V. Temporary limit or termination of movement entered in other cases in order to ensure road safety

25. Temporary restriction or termination of traffic in order to ensure road safety are introduced immediately without the adoption of an act on the introduction of restriction of movement by installing the respective road signs or other technical means of organizing road traffic, as well as managerial-adjusting actions.

26. In cases where the period for restriction or termination of the movement required to eliminate (liquidation) caused by this situation exceeds 30 days, temporary restrictions or termination of traffic in order to ensure road safety are entered by the bodies specified in paragraph 5 of this Procedure, The basis of the act on the introduction of motion restrictions, which users of roads are informed by the owners of highways immediately.

If it is impossible to ensure the delivery of cargo on other roads or other modes during the time of temporary restriction of movement in the act on the introduction of motion restrictions, it is additionally indicated by the list of goods, the delivery of which is carried out by road vehicles (road areas), which introduced a temporary restriction of movement.

At the same time, traffic on road roads (parts of highways) of vehicles, weight and (or) dimensional parameters of which exceed the value established by the act on the introduction of the motion limit value of such weight and (or) dimensional parameters is carried out by special permissions issued in the manner provided by law Of the Russian Federation, regulating legal relations in the field of transportation of heavy and (or) large-sized goods.

27. Temporary restriction or termination of movement in order to ensure the safety of the roadway, specified in paragraph 25 of this Procedure, are introduced immediately by the owners of roads, the authorities of the State Traffic Safety Inspectorate, authorized employees of organizations carrying out the content of the respective areas of roads.

On the entered restriction or termination of the movement of vehicles are informed by organizations that carry out the content of the respective areas of roads and the management authorities of the State Traffic Safety Inspectorate.

28. Temporary restriction or termination of traffic in order to ensure road safety are carried out by:

termination of movement on the part of the automotive road and ensuring a crossroads on public roads;

restrictions on the movement of separate roads of the road;

termination of motion over the time required to eliminate (liquidation) caused by this situation, unless otherwise;

31. Term of temporary limitations or termination of movement in case of detection of defects and damage to the structural elements of roads, creating a threat to road safety, is determined by the period of the time required to eliminate these defects and damage.

32. Temporary restriction or termination of traffic in order to ensure road safety do not apply to the transportation of road construction and road operational techniques and materials used in emergency restoration and repair work on the restriction or termination area.

33. Restrictions on the movement of trucks on the roads of Russia can be divided into permanent and temporary.   • a copy of the passport of a vehicle or a certificate of registration;
  • a vehicle with an image of the accommodation of cargo, the number of axes and wheels, their mutual location, load distribution over the axes;

  • a document certifying the identity of the applicant (if not the owner performs transportation - by the power of attorney issued by the owner of the vehicle).

Permanent restrictions

From 2013, there are constant restrictions on the entry of heavy trucks in Moscow and St. Petersburg.

In Moscow during the daytime day (from 6.00 to 22.00), the movement of the cargo transport is prohibited by a mass of over 12 tons on the Moscow Ring Road and over one ton - within the third transport ring and in the garden ring.
