How to get an ATV driver's license

07.04.2021

There are modern ATVs. They make it easy to get to places that are hard to reach for cars. They are especially convenient for fishing and hunting trips. Possessing high cross-country ability and stability, they are much cheaper than full-fledged cars, and at the same time maintain direct contact with the environment, provide satisfaction of extreme driving sensations.

Like any vehicle, an ATV participates in road traffic and refers to technical means for road users. Therefore, for its legal operation, you need an ATV.

In Russia, ATVs are understood as a certain category of vehicles that occupy a middle position between motorcycles and cars and are used for driving mainly off-road, that is, off-road motorized vehicles. These include snowmobiles, swamp vehicles. In another way, this type of technology can be called ATVs. For this type of equipment, like tractors, a form is drawn up, called the passport of a self-propelled vehicle (abbreviated as PSM). The registration of this equipment is not carried out by the traffic police, but by the State Technical Inspection.

Quadrocycle. He has the following scheme: Passport of a self-propelled vehicle (PSM) -> tractor number -> tractor license. Can drive on public roads, excluding motorways, without speed limits.

An ATV that looks like a motorcycle with more than two wheels, according to American ANSI standards, must meet the following requirements:

If a passport of a self-propelled vehicle (PSM) with a Gostekhnadzor hologram is issued for the equipment, then tractor licenses of category "A I" or "A II" are required, depending on the type of steering wheel

  • have low pressure tires;
  • be equipped with a motorcycle seat on which the driver sits “on horseback”;
  • controlled by a fork-type steering wheel, as on bicycles and motorcycles;
  • have no more than two seats on board.

ATV with car steering wheel and side-by-side landing (UTV type). It requires the driving license of the category "A II".

In addition to the above self-propelled vehicles, there is a category of transport called "quadricycle". These are practically small cars on 4 wheels with a motorcycle engine, the power of which does not exceed 15 kW, with a gross weight of not more than 550 kg, designed to move on artificial roads equipped with a surface at a speed of at least 25 km / h. An example of such a technique is the motorized carriages for disabled people produced earlier in the USSR. In modern Russia, equipment of this category is not produced.

ATVs (with four wheels) and tricycles (with three wheels). Their differences: a PTS is issued, register with the traffic police, you need category B1 rights, you can drive on public roads.

Quads are completed, like all cars, with a technical passport (PTS) and are registered in the Unified Register of the State Traffic Safety Inspectorate. They have a full cockpit and controls like in a car.

According to the qualification of vehicles adopted in Russia, ATVs fall into the B1 category together with tricycles - three-wheeled motorized vehicles. With category "B1", you can also control ATVs, but only those ATVs for which PTS was issued by the traffic police.
There are few such ATVs, the bulk of them are registered in Gostekhnadzor, PSM is issued for them and they can be controlled only with A I (A one).

How to get an ATV driver's license

As mentioned above, to drive an ATV or a snowmobile, you need to have a tractor driver's certificate of category "A I". If an ATV with a car steering wheel and a side-by-side landing (UTV type), then it requires a category “A II” tractor driver license. For a tractor driver in category "A I" or "A II" you must:

  1. be over 16 years old;
  2. have a certificate of the established form, issued by a special medical commission, with a permit to drive self-propelled vehicles;
  3. pay a state fee of 500 rubles to the cash desk of Sberbank for the production of a certificate.

You can learn how to properly control an ATV in a specialized training center that has the appropriate certification from Gostekhnadzor. Unlike a regular driving license for a car, there is no compulsory training requirement in a driving school to obtain a tractor driver's license. If desired and possible, you can independently learn the theory, master the practice of driving and as an external student.

If the applicant already has an old driver's license with a mark on admission to driving vehicles of category "A", which he received before 2000, then he can receive a new license with a mark of category "A1" without passing examination tests. In this case, he must simply hand over the required package of documents along with the old certificate and receive a new document in return.

In order to pass the exams as an external student, you first need to find the location of the nearest branch of Gostekhnadzor and make a check visit there for intelligence purposes. In practice, cases have been repeatedly recorded when a license to drive an ATV could be obtained simply by showing the old car license. Probably, this was due to the fact that most of the departments of this state institution do not have the necessary material and educational base for conducting practical and theoretical tests. Moreover, there are very few people who want to get the right to an ATV, especially in sparsely populated areas.

  • passport of a citizen of the Russian Federation, for foreigners also a certificate of registration;
  • Medical certificate F.No. 083 / y, where in paragraph 8 "Special notes" a record was made about the suitability for driving tractors and self-propelled vehicles. The certificate is valid for 2 years from the date of issue;
  • old driver's license if available. If you have a driver's license, it will save you from passing the traffic rules exam;
  • two photographs of 3x4 cm on a matte base;
  • application for admission to exams as an external student;
  • stub of the receipt for payment of the duty.

Features of passing exams in Gostekhnadzor

The principle of testing is the same as in the traffic police, but there are slight differences in the procedure for conducting and organizing exams:

  • The tests are divided into theoretical knowledge and practical driving skills.
  • Knowledge of the theory is checked by tickets, which are approved by the Education Department of the Ministry of Agriculture of the Russian Federation. It is useful to get a list of exam questions in advance to prepare for the exams. Most of them are devoted to the issues of the device, repair of faults and operation. Having a driver's license will free you from taking questions on the Rules of the road. It remains only to answer questions about the features of the operation of motorized vehicles.
  • If the exam is unsuccessful, it is allowed to re-enter only after a week.

The practical stage of the test contains the execution of 5 exercises:

  1. check-in at the flyover;
  2. maneuvers in a limited area;
  3. various methods of braking and emergency stop;
  4. driving with a trailer;
  5. reverse drive into the garage.

Passing the ATV exam

It is also helpful to pre-complete one practical lesson led by a driving instructor to learn about the training technique and the test site and the requirements for driving skills. Trials for obtaining a license for an ATV in the organization of Gostekhnadzor usually take place in a much more friendly atmosphere than passing exams for a driver's license at the traffic police, and end in the overwhelming majority with a positive result.

This is quite logically explained by the fact that the degree of danger and responsibility of ATV enthusiasts cannot be compared with the danger and responsibility of professional drivers of cars, trucks and buses, busy with the transportation of passengers and goods along the oversaturated transport arteries of the country.
