In addition, the traffic police noted that violations by drivers of the rules for transporting child passengers (without seat belts or restraints) for 6 months of 2017 were recorded in 465 accidents (+ 16%), in which 35 (+ 52.2%) children and 546 (+ 18.7%) suffered.

In total, in the first half of the year, the State Traffic Inspectorate revealed 431,583 violations of the requirements for the carriage of child passengers. For the entire last year, almost 781 thousand violations were revealed.

In addition, administrative liability is introduced for those adults who, during parking, leave passengers up to seven years old alone in the cabin. Such cases are regularly recorded in various regions, including during the evacuation of a car to a parking lot.

As Vladimir Kuzin, Deputy Head of the State Traffic Safety Inspectorate of Russia, noted at the same press conference, the new norm is prescribed in clause 12.8 of the SDA. According to him, the fine for this violation under Part 1 of Art. 12.19 of the Code of Administrative Offenses of the Russian Federation will be 500 rubles, and in Moscow and St. Petersburg under Part 5 of Art. 12.19 is already 2500 rubles.

Another question raised by the legislation is whether it is possible to leave a child alone in a car. For babies under 7 years old, it is strictly forbidden for a time longer than 5 minutes. What caused such categorical measures? The government's decision is understandable. Will the new measures improve the road situation? How will parents and taxi drivers react to the decree?

Even by the method of simple logical reasoning, the following can be assumed:

  • Taxi drivers will refuse to take passengers with children under 7 years old. Otherwise, they will have to purchase a certified restraint as the adapters no longer “work”.
  • Parents who have purchased car seats for schoolchildren from 7 years old may regret their purchase. Anyway, now devices are not required for children of this age.
