And today we will grieve about what it is and how PTS differs from STS for a car, is it possible to drive one document on a car instead of another. The passport

The vehicle passport contains information about the technical characteristics, model, color of your vehicle, as well as about its owners (if you took a car in the secondary market), dates of staging and deregistration at MREO offices. PTS forms are made at the State Sign, they have their own number and are subject to strict reporting. The technical passport is filled in at the MREO department at the place of registration for the following vehicles:

  • Passenger cars;
  • trucks;
  • buses;
  • trailers for trucks and cars, registered separately from the "main" vehicle;
  • chassis included in the vehicle kit.

Fill out the blue form of the registration certificate:

  • MREO employees on the basis of documents provided by the owner;
  • customs inspectors, if;
  • responsible for the employees of the manufacturer, if you are a chassis or trailer directly from production.

Certificate

The certificate of registration (STS) also indicates the characteristics of the vehicle, as well as information about the owner entered in the document on the basis of the owner's passport. Such duplication of information about the owner in Title and CTS serves to create an up-to-date database about the owners, and allows you to track the facts of the sale of the vehicle.

Why is the form number important?

For the convenience of maintaining the databases, the PTS and STS forms are issued in pairs, while their number and series completely coincide.

  • Thus, if you have only one of these documents on hand, you can check.
  • You can also check the "history" of the vehicle purchased from your hands by entering the base in the search line or dictating to the inspector the number and series of the vehicle or STS.

Do I have to carry both documents with me?

  1. STS should always be in your hands. This is the main document proving your ownership of the vehicle. If you have a registration certificate, the inspector will impose a fine of 500 rubles on you and prohibit you from driving a car, that is.
  2. PTS does not have to be carried with you all the time. The owners give the PTS to the bank until they repay the loan, and calmly drive a car without it. Therefore, it is not at all necessary to have a TCP always with you. You will need this document only when you are going to perform some registration actions related to your car.

Before going to the MREO inspectors, collect the package of necessary documents:

  • Passport and copy;
  • acting;
  • receipts for payment of state fees for replacing the STS, making changes to the TCP or;
  • PTS and STS (if available);
  • an application for the issuance of a STS, amending the TCP or obtaining a duplicate of the vehicle passport;
  • explanatory (if the documents were lost);
  • a certificate on the closure of the criminal case, if the documents were stolen and you opened a criminal case.

As a rule, the procedure for issuing the necessary auto-document takes place on the day the owner provides a complete package of necessary papers.

Depending on the workload of the MREO inspectors, checking your documents and filling out the JTS and PTS forms takes from 1.5 hours.

Upon receipt of the documents, carefully study the data entered in the forms. If you find an error, point it to the inspector. Until you signed in the magazine for receiving the TCP or STS, the document with errors will be replaced by you at the expense of the MREO, but if you find a typo later, you will have to reassemble the papers and pay the receipt for the form and its filling.

In accordance with the rules of traffic rules, each car owner, driving a vehicle, must have with him the necessary list of documents, which must include a certificate of registration of the vehicle. But not all novice motorists know what a STS for a car is, and quite often confuse it with a TCP.

What is this document?

The vehicle registration certificate (or shortly - STS) is a form that contains information about the characteristics of the vehicle (VIN number, type, brand, car model, engine power, etc.) and its current owner (last name, first name, patronymic, registration address, special signs). Whenever there is a change in the owner of a car, this document must be replaced. Often, not knowing what a STS for a car is, it is confused with a vehicle passport. However, these are completely different documents that any car owner must have. Due to the fact that the vehicle registration certificate is an "accountable" document, even if it is replaced, the current version is kept for 24 months in the traffic police department. This certificate must always be kept up to date and carried with you when driving.

What is the threat of the absence of STS?

The vehicle registration certificate is one of the main documents for a car, which gives the car owner the right to drive it. This document should always be with you, since, according to the rules of the traffic rules, its absence is fraught not only with penalties, but also with placing the vehicle at a parking lot.

What data does the certificate contain?

STS forms contain the following information:

Side 1:

  • Document series and number (indicated on both sides of the document).
  • Register sign.
  • Vehicle brand and its model.
  • Year of car manufacture.
  • Identification number (more commonly known as VIN number).
  • Engine number.
  • Chassis or frame number.
  • Body or sidecar number.
  • Engine power.
  • Engine displacement (in cubic centimeters).
  • Data (series and document number).
  • Maximum permissible weight (in kilograms).
  • Unladen weight of the vehicle (in kilograms).

Side 2:

  • Series and number of the document.
  • Surname, name and patronymic of the owner of the vehicle.
  • The address data of the car owner (registration address).
  • Special marks (individual, distinctive characteristics of the owner).

How to get / replace a certificate?

Any driver should know not only what is a STS for a car, but also where and how to get it. All operations with a vehicle registration certificate are carried out at the traffic police. Including:

  • initial issue;
  • replacement due to a change in the registration data of the vehicle or its owner;
  • replacement due to a change of car owner (on the basis of an agreement confirming the purchase, a donation agreement, etc.);
  • issuance of a duplicate due to loss or theft of a document.

Registration with the traffic police makes it possible to obtain a STS. In the future, if certain circumstances arise, which will be discussed below, the replacement of this document is also carried out in the traffic police upon presentation of the necessary documents and certificates, which are the basis for issuing a new document. The procedures for obtaining a STS for a new vehicle (purchased in the showroom) or a used car are somewhat different. As a rule, the difference is in what documents are needed for the car when registering.

New vehicle registration

If the car is new and purchased in the salon, then to register it, you should have with you: an agreement confirming the right to own a vehicle, a set of keys (2 pieces), a compulsory car insurance policy, a vehicle passport, a certificate containing information about the total cost of the vehicle , and an identity document. The owner receives all of the above documents for a new car directly in the salon where the purchase was made. It is necessary to check the availability of a complete set of documentation for the vehicle and a set of keys.

After purchasing a car, there is no need to register it at the same time. According to current legislation, immediate registration with the traffic police is not required. You can use a vehicle without registration for 10 days. During this period, it is enough to have with you only the purchase and sale agreement and a certificate with the full cost of the car. These documents must be presented to the guards at their request. After this period has expired, you need to go to the traffic police department, seizing the previously mentioned documents for the car, received when buying a vehicle, and write an application for registering the vehicle. After verification by the responsible employees of the registration department of the provided data, state signs and a car registration certificate will be issued. This procedure will take a little time for the car owner - only one and a half or two hours.

Used car decoration

If you need to get a new STS for a used car, the new owner should also visit the traffic police department, taking with him such documents as a vehicle passport (or a duplicate, if any), a sales contract or other document that confirms ownership movable property, STS, receipts for payment of the necessary state. duties and a document proving the identity of the car owner (passport). Some car owners, for their peace of mind, prefer not to draw up a sale and purchase agreement, but to contact a potential buyer at the traffic police department and carry out the procedures for deregistering and registering a car on the spot. In this case, you will need all the same documents and passports of two owners: current and future. After a check by the traffic police of the information provided to the new owner of the vehicle, signs (if necessary) will be issued and all documents for the car will be returned.

Replacement of the vehicle certificate

The reason for changing the STS may also be the change in the data about the car or its owner in the current document. Such changes include:

Information about the owner of the vehicle: change of name (most often for this reason women change the certificate after marriage or divorce), change of registration address or registration;

Vehicle data: changing state signs, changing the color of the vehicle, making modifications to the design of the car and other facts specified in the traffic rules.

In such cases, in order to update the data in the registration certificate, it is necessary to submit to the traffic police department, in addition to all available documents for the car, which were discussed earlier, documents or certificates that confirm the fact of a change in registration data (such confirmation can be, for example, a certificate of marriage, if it comes to changing the surname).

How to restore a certificate for a vehicle?

As in previous cases, in order to obtain a STS of a car, namely its duplicate, you should contact the traffic police department.

The procedure for restoring the vehicle registration certificate may be necessary in the following cases: the document was lost, damaged or stolen.

In this case, you need not only to take with you all the documents on hand for the car (vehicle passport, OSAGO) and the owner's passport, but also to come to this department in this car. The restoration of a lost JTS document is possible upon writing a corresponding application and paying the required state fee. After it is accepted, along with other documents on the car, the traffic police will carry out the necessary check (for the presence of unpaid fines, finding the car in theft, etc.), after the successful completion of which a duplicate of the STS will be issued.

Where can I find CTC identifiers and what do they mean?

The series and number of the registration certificate are indicated at the bottom of the front side (where information about the vehicle itself is indicated) and at the top of the back side (where information about the vehicle owner is indicated), as shown in Figure 1. The series and number of STS are fully consistent similar data of the vehicle passport, so it is easier to identify the car on the basis of the traffic police.

The series consists of two numbers and two letters. The numbers are the code of the region where the vehicle passport was issued. Letters are symbols established by law that simplify the identification of a vehicle. So, until 2008 for passenger cars in the TCP and in the STS, the first letter was put "T", after 2008 the letter "U" was used. PTS number is a serial digital designation of a vehicle.

What can the data be used for?

Information about the authority that issued the vehicle registration certificate and the date of issue of the document can be viewed on the reverse side (where information about the owner of the car is indicated). At the bottom of the STS it will be indicated "The name of the organization has been issued", and even below there will be a line with the date of issue of the document (this is the only information that can be entered into the certificate with a pen). The specified data is necessary for their entry into the sales contract. Using the series and number of the registration certificate, you can check the car against the traffic police database. So, the traffic police inspector, having driven the number and series of STS into the search on the electronic system, can check its validity. In addition, the data can be used for:

  • Checking the presence of paid and unpaid fines issued to the car;
  • Checking the amount of accrual and payment of transport tax;
  • Checking the history of the car and clarifying information about its previous owners;
  • Checking the technical parameters of the car;
  • Checking information about the presence of possible prohibitions imposed on the car;
  • Determination of car participation in registered road traffic accidents.

Some of these options are available only to government officials. Others are publicly available. So, the owner of a car, by the STS number, can find out about the presence of paid and unpaid fines written on his car. At the same time, citizens can send a request to the traffic police to provide them with information on the vehicle. For example, buying a car from hand, the buyer can check its "cleanliness" by sending a corresponding statement to the traffic police.

Vehicle type: passenger, cargo, etc., for light vehicles, the body type can be specified.

Year of vehicle manufacture

The year must be specified. It happens that "NOT DEFINED" is indicated instead of the year. Usually this can be found in "design cars".

Chassis (frame) No.

This is for frame vehicles only (mostly trucks or big jeeps).

Body (cab, trailer) No.

The body number usually matches the VIN or part of it. Although this is not a rule.

(!) Items 10-25 must be filled in (!)

Series, No. TD, TPO - for a car imported in accordance with all the rules, they are always filled in. The customs declaration number consists of three groups of numbers, separated by a slash ("/"). For vehicles manufactured in Belarus (for example, MAZ "s), instead of the TD number," without customs clearance "is indicated.

A document containing information about the main technical characteristics of the vehicle, identification data of the main units, information about the owner, registration and deregistration. PTS, as a rule, indicates the identification number (VIN), make, model, name and category of the vehicle, year of manufacture, model and engine number, chassis and body numbers, body color, power and displacement and type of engine, permissible maximum weight , unladen weight, as well as information about the manufacturer, country of export and customs restrictions.

Vehicle passport filled in and handed over to the owner of the vehicle by customs authorities - at the place of customs clearance, by the seller (representative of the manufacturer) - upon the first sale of the vehicle and, in cases where a duplicate PTS is required, - by the territorial traffic police - at the place vehicle registration.

The difference between this TCP

PTS, as already mentioned, is issued only by the customs, as evidenced by the seal of the customs in the lower left corner of the PTS (folded) and the name of the customs in paragraph 22. There must also be the signature of the customs officer who processed the TCP - in the lower right corner (there may also be a personal seal of the customs officer, but now this is not a mandatory requirement). See fig. 2.

Number and series of pts

A series of PTSs should begin with the letter "T" (this does not apply to foreign cars assembled at factories in Russia), for example, 77 TK 123456 or 78 TE 123456. However, even here, not everything is simple: PTS with numbers ( listed here) are fake and their owners should immediately contact the traffic police (GAI). Since 2008 the "T *" series has ended and now the PTSs have the "U *" series. It is also worth paying attention to the correspondence of the region code (the first 2 digits before the letters in the TCP number) and the region in which the TCP was issued. It is unacceptable that the region code was, say, 77 (Moscow), and the TCP was issued, for example, by the Orenburg customs. The only exception that is allowed is that PTS issued by the Central Excise Customs (Moscow) in 2007 may have a series of 78. This is due to the fact that CAT opened a checkpoint in St. Petersburg and in 2007 they operate at St. Petersburg PTS. In addition, almost always the text in the TCP is printed on a printer. "Freehand" PTS can be written out, but this is permissible only in small towns. In large cities such as Moscow, St. Petersburg, Yekaterinburg, etc. all TCPs should only be printed.

The main task of this article is to figure out what a STS or Vehicle Registration Certificate (TC) is. From the name itself it follows that the vehicle can be anything - a trailer, a car, a motorcycle. The STS contains all the necessary information about your car and some data of the owner.

Information contained in the STS

Let's analyze in detail:

  1. 1 line - registration plate. This is an individual sign and it is assigned by the traffic police at the place of stay. According to the rules adopted by the government of the Russian Federation, such signs can be transferred to the new owner along with the car or retained by the previous owner, he, in turn, will outweigh them on his future car. The registration plate itself consists of 3 letters - a series and 3 numbers - a number. For signs in the Russian Federation, it is allowed to use only 12 letters of the Russian alphabet, similar in writing to the Latin letters - A, B, E, K, M, H, O, P, C, T, U and X. To the right of the alphanumeric number is the flag of Russia and the code of the subject in which the car was registered.
  2. 2 line. Identification number (VIN)- This is the number that the factory puts on the body or chassis. By this number you can read all the technical information about it. A total of 17 characters in the VIN. Both letters and numbers are allowed, and most often a combination of them. By decrypting this number, you can find out the country of the manufacturer, year of assembly and much more. Also, this field may indicate "None". In this case, it is necessary that the car has a body or chassis number registered.
  3. 3 line. brand, model- the brand and its model are indicated. One brand can have dozens of different body models, and it is they that are written in this field of the document.
  4. 4 line. Vehicle type. The basic types are considered to be: passenger, cargo, bus, motorcycle, trailer, semitrailer. Due to the wide variety of body models, their various combinations and combinations are also indicated. An example from our own STS: a passenger combi (hatchback).
  5. 5 line. Vehicle category (A, B, C, D, trailer). In this field, a mark is put on the category to which your car belongs or what category of rights you need to have with you when driving a vehicle. There are 4 categories in total:
    • A - motorcycle.
    • B - passenger.
    • C - cargo.
    • D - bus.
  6. 6 line. Year of vehicle production- the date when your car was released for sale from the manufacturer, and not sold to a car dealership.
  7. 7 line. Chassis No., the chassis and frame number is marked here, more suitable for trucks and frame SUVs. With regard to cars and motorcycles, this item is not filled in or it says “missing”. In the case of trucks, the number will also contain 17 characters and will most likely match the VIN number.
  8. 8 line. Body No. can also match VIN. In fact, this is not always the case.
  9. 9 line. Color. In the CTC, only the standard color is indicated, excluding various shades. For example: black, white, blue, etc.
  10. 10 line. Engine power, kW / hp With. Vehicle engine power is estimated as kW. and in horsepower, which in the future will allow you to set a tax on the vehicle. Accordingly, the more your car has, the higher your tax on it.
  11. 11 line. Environmental class. At the moment, there are 5 ecological classes. In simple terms, the last 5th class is the most environmentally friendly car. But, the lower the class of the car, the higher the tax on it. And it will be difficult for a car of the 1st ecological class to register or, at least, to drive through a certain city, where, due to the difficult environmental situation, a restriction on the entry of such vehicles has been established.
  12. 12 line. Vehicle passport, series no. This field contains the series and number of the Passport of your vehicle (PTS), which is a mandatory document when selling a car and it is advisable to keep it at home, unlike STS. PTS is issued by the customs authorities or the manufacturer. Also, the Vehicle Passport can be issued by the traffic police, but only if it is lost or when it runs out of columns for entering the next owner into it.
  13. 13 line. Permitted maximum weight. The load is indicated that the vehicle can withstand, taking into account passengers and baggage loading.
  14. 14 line. Unladen weight. This is the "weight" of your car without passengers.

What information about the owner of the vehicle is contained on the back of the STS

At the very end of the STS is its series, consisting of 4 digits and a number - 6 digits. We turn over the document and see that the data of the vehicle owner is indicated on the other side.

Namely:

  1. Surname, name and patronymic. At the same time, please note that the surname and first name are indicated in Cyrillic (Russian letters), and below in Latin transliteration.
  2. Republic, territory, region is also indicated in Russian letters and a number of Latin ones.
  3. The owner's area of ​​residence only in the Russian alphabet.
  4. Locality, for example: pos. Ivanovo.
  5. Street of residence.
  6. House and apartment, if any.
  7. Special notes, this field is rarely filled, but in fact, useful facts about the purchased car can be spelled out in this section. Such as the date of its previous purchase, even the number of the sales contract, the date of its registration with the relevant authorities, as well as the environmental class of the car.
  8. Issued by the State Traffic Safety Inspectorate - the short name of the authority that issued your vehicle registration certificate is prescribed.
  9. Also below is the date of issue of the STS, the seal of the authority that issued it and the signature of the traffic police officer.

Is it worth having a STS with you all the time

Please note that it is always important to keep the vehicle registration certificate next to all the necessary documents for the car, but it is best to leave the vehicle at home, because in case of loss of the STS, it can be restored to you only when the vehicle is provided. If, for example, you were stopped by the traffic police to check your documents, and the STS was not with you, this fact will lead not only to an administrative fine, but also to send your car to the parking lot.

What documents do you need to additionally have with you?

In addition to the STS, check that you have the following documents:

  1. Driver's license corresponding to the vehicle category.
  2. Technical inspection coupon or, more recently, a diagnostic card. This card can be obtained from an accredited vehicle inspection operator. The card contains a list of identified and eliminated malfunctions, it is also the basis for issuing a compulsory motor third party liability insurance policy.
  3. CTP insurance policy, insurance is mandatory and the absence of a policy may result in at least an administrative penalty. In general, you cannot do without a policy, it simply will not be accepted. The original of the policy must also be carried with you and presented to the traffic police upon request.
  4. Power of attorney (certified by a notary or written by hand by the owner, where his signature and date of drawing up must be) in case you are not the owner of the vehicle. According to the new law, it is enough for the driver to be simply entered into the OSAGO policy.


Where can I get a STS

There are two options: when you purchased the car at a dealership and if the purchase came from the secondary market (from the hands of the previous owner).

Let's look at both options:

  1. You have finally become the proud owner of a new car, and what's next. Be sure to check if all the necessary documents were handed over to you at the car dealership:
    • Vehicle passport (PTS).
    • Help-invoice indicating the full value of your car.
    • The CTP policy can be issued immediately in a car dealership or in any organization that you like issuing policies.
    • Vehicle owner's passport, driving license is optional.
    • Receipt for payment of state duty for car registration.
    • Do not forget to check the presence of a service book and operating instructions, as well as two copies of the keys - this is for you, not for the traffic police!
    • Previously, car dealerships issued transit numbers, but at the moment there is no need for them. According to the law, within 10 days you are allowed to move without license plates, presenting to the traffic police officers, if necessary, a certificate of account and a sales contract.
  2. When the purchase of a car came from the secondary market or, more simply, from the hands. You also need to collect a mandatory list of documents:
    • Draw up a sales contract. You can download a sample from the traffic police website and print in 2 copies (this agreement, as a reference account, allows you to drive without registration for 10 days), if the owner of the car, for example, is from another city and it is not possible to contact the traffic police together with him. If the former owner lives nearby, then it is better to come to the traffic police together and draw up a contract on the spot. It is safer, since it is possible to check the vehicle for theft or other illegal actions. Transfer the funds specified in the contract.
    • Passport of the new owner of the vehicle.
    • A valid CTP policy.
    • Receipt for payment of state duty. The cost may vary. It depends on the conditions of purchase. If the previous owner sells you a car with numbers, then the state tax will be within 500 rubles, if without them, then about 2,000 rubles.
    • TCP for the car.
    • STS for a car, if it is sold with the same numbers.

Further, the traffic police officer checks whether the sold car is involved in any criminal actions and checks the availability of all the necessary documents, as well as inspects the car or other vehicle, verifies the numbers on the body and engine. Further, you will be given a new STS with your data and, if necessary, numbers. Thus, you become the proud owner of a new car.

The main thing in this difficult matter is to be patient and prepare all the necessary documents. Otherwise, you will be sent to report any documents or will be refused registration, which is always unpleasant and can spoil such an important moment as purchasing a brand new car.
