When another person from the inner circle of Governor Vladimir Miklushevsky is arrested in the Primorsky Territory, residents of the region are not upset, but rejoice. They hope that the security forces are acting according to the “Khoroshavin scheme” - they are putting Miklushevsky’s subordinates and friends behind bars in order to get evidence from them against the governor, and sooner or later the law enforcement officers will get to the very head of Primorye. Five years later, it became obvious: Miklushevsky’s course towards decriminalization had failed. Over 200 criminal cases have already been opened against those close to the head of Primorye. The security forces especially have a lot of complaints about power engineers - Primteploenergo has already undergone almost 400 inspections. Law enforcement officers also reached high-ranking officials: two vice-governors were arrested - Oleg Yezhov and Sergei Sidorenko. Two more vice-governors - Alexander Rolik and Alexander Los - sensed something was wrong and quickly moved to the regional Legislative Assembly. It is noteworthy that Los was one of Miklushevsky’s “old guard” - he came with him to the regional administration from the Far Eastern Federal University. The fact that Los decided to flee the governor’s “ship” speaks of one thing: this “ship” began to sink. And the governor’s team does not highly assess Miklushevsky’s chances of remaining on the “captain’s bridge” of the Primorsky Territory.

The personal rating of the anti-corruption governor among Primorye residents has also reached the bottom - now it is the lowest in all five years. The conclusions of analysts about preparations for replacing Miklushevsky are confirmed by the behavior of the security forces. They are developing the head of Primorye according to Alexander Khoroshavin’s scheme: they arrest people from the governor’s inner circle, and then force them to testify against the boss.

The most serious blow to Miklushevsky was the arrest in February of this year of the chief adviser to the head of Primorye, political strategist Ilya Spokoinov (Mitkin). Without holding any official position in the government, he actually controlled Miklushevsky, seizing power from him. And the criminal case against Spokoinov destabilized the governor, who was left without valuable instructions from his image-maker. Marina Sviridova, Spokoinov’s wife, who headed a large regional media holding, is also already in pre-trial detention. Sviridova is accused of committing fraud in the field of public procurement; a criminal case has been opened against her under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (Fraud).

Even earlier, the governor lost his “left hand.” Last December, security forces opened a case against another friend of the governor, Alexei Avershin, chairman of the Primorsky Regional Union of Miners. This businessman is widely known thanks to a scandalous video: at the beginning of 2016, he decided to give the governor and his political adviser Spokoinov a ride in a Robinson R-66 helicopter. Footage of a flight with a box of expensive champagne on board went viral and a loud scandal broke out. Therefore, when Avershin was accused of fraud with budget funds - Part 4 of Art. 159 of the Criminal Code of the Russian Federation (Fraud on an especially large scale), the public immediately associated his arrest with Miklushevsky.

The court chose a preventive measure for Avershin in the form of detention. It is significant that in the pre-trial detention center, a friend of the “flying governor” said that he was being forced to testify against Miklushevsky, which confirms the version of the “Khoroshavin scheme.”

In February of this year, Avershin wrote an appeal to the Prosecutor General's Office and the Investigative Committee of the Russian Federation with a complaint about the terrible conditions of detention in the pre-trial detention center.

CrimeRussia source in local law enforcement agencies confirmed: in the pre-trial detention center Avershin was treated worse than the other defendants in “economic” cases. They placed me in a terrible cell with walls overgrown with fungus. They bullied me even in small things: they gave me less food, they regularly ripped open my mattress, supposedly to find a hidden mobile phone.

The public monitoring commission of the Primorsky Territory, which visited pre-trial detention center No. 1, confirmed that the conditions in the Avershin cell are truly terrible: water is flowing along the walls, rats are running on the floor. According to Avershin, the reason for such repression is as follows: “I understood the true purpose of the preliminary investigation body in choosing such a strict preventive measure against me - this is to put pressure on me in order to force me to incriminate myself, as well as to give false testimony against employees of the Primorsky Territory administration and directly in relation to the Governor of the Primorsky Territory V.V. Miklushevsky. and other persons about the commission of crimes by both me and these persons. Requests for me to give such testimony are constantly received, including as one of the conditions for stopping repressive actions against me while I am in custody, up to changing the preventive measure and even terminating criminal prosecution.”

Previously, Avershin also stated that the case against him was of a custom nature: “I believe that the investigation is being deliberately delayed. They made me an offer to confess and admit my guilt and my “accomplices.” To me different ways made it clear what exactly was expected of me, that I should testify against employees of the regional administration, and personally against Governor V.V. Miklushevsky. For this they promised me that the case might even be dismissed. I consider this situation as the investigation putting pressure on me, creating unbearable conditions specifically for me.”

On April 15, the Leninsky District Court of Vladivostok changed Avershin’s preventive measure from detention to house arrest, although on February 17 the court extended his term in the pre-trial detention center for four months. Probably, the governor’s friend began to cooperate with the investigation and gave the necessary evidence against Miklushevsky. It is difficult to find another explanation for such an unexpected court decision.

“The right hand” has not yet failed Miklushevsky - Spokoinov-Mitkin turned out to be a tougher nut to crack. He was also placed in pre-trial detention center No. 1 in unbearable conditions. Representatives Public Chamber who visited the political strategist's cell said: it is very cold in it, there is fungus on the walls. The battery leaks, so every half hour the prisoner has to collect water from the floor. According to the source, they even tried to deliberately set his cellmates against Spokoinov: in order to provoke aggression on their part, they took the TV and refrigerator from the cell. And of course, they told us who caused them to lose the benefits of civilization.

Using such dubious methods, they tried to get from Spokoinov-Mitkin the same thing as from Avershin - testimony against the governor. But, unlike Avershin, Miklushevsky’s adviser has not yet “ratted in” his boss. Therefore, on April 11, the court extended the political strategist’s period of detention in terrible conditions for another 2 months.

The security forces understood that they might not get the necessary testimony from the governor’s close friends. Therefore, they prepared a backup plan in advance. Last year, a case was opened against the governor’s protégé, FEFU rector Sergei Ivanets, who replaced Miklushevsky in this post. Now he is placed under house arrest along with two vice-rectors, Viktor Atamanyuk and Alexey Tskhe. A criminal case has been opened against them for large-scale fraud with university money during the conclusion of a contract for the creation of an information technology system “Electronic University”.

It is possible that the number of defendants in this case will increase - after all, the ex-rector of the Far Eastern Federal University Miklushevsky is directly involved in the theft of budget millions. It was he who announced in 2011 a competition for the creation of the Electronic University system in the amount of 820 million rubles. When the envelopes were opened, it turned out that only one company had submitted an application for participation - Vintegra Projects LLC. No one else laid claim to the rich jackpot, since the customers, led by Miklushevsky, indicated in advance in the competition documentation that “the contractor must have experience in performing work for federal universities.”

Primorsky OFAS then became interested in the situation and came to the conclusion that FEFU’s actions were illegal: “the establishment of such a requirement for the minimum qualifications of a participant in the Competition, such as experience in the field of informatization, information technology for federal universities (federal universities), significantly reduces the number of such organizations, depriving them of the right to participate in the Competition.” Therefore, “the defendant has committed actions that lead or may lead to the prevention, restriction, or elimination of competition, which is a violation of Part 1 of Article 17 of the Law on Protection of Competition.” However, as soon as Miklushevsky became governor, arbitration court canceled the decision of the Federal Antimonopoly Service and the “Electronic University” was forgotten. But five years later, the situation changed, and a criminal case under Part 3 of Art. 33, part 3 art. 285 of the Criminal Code of the Russian Federation (Organization of abuse of official powers resulting in grave consequences) was nevertheless initiated. This confirms: “shells are falling” closer and closer to Miklushevsky.

The version that the “attack” on the governor’s entourage is just a “targeting” at the main goal is also confirmed by the fact that two years ago the regional FSB Directorate was headed by Major General Igor Struchkov.

Previously, Struchkov headed the FSB Directorate for Sakhalin region, and he already has experience in hunting governors: it was under Struchkov that the ex-head of the region, Alexander Khoroshavin, was arrested. Struchkov understands perfectly how to once again use a proven and effective scheme.

Primorye residents are watching what is happening with hope - they are waiting for Miklushevsky’s departure like manna from heaven. Residents of the region expressed their opinion about the governor back in January, when they began collecting signatures on a petition to the Russian President asking him to dismiss Miklushevsky. Primorye residents believe that during the five years of his governorship he brought the region “to a terrible state.” The authors of the petition emphasize: “During all the years of Miklushevsky’s tenure as governor, almost 2 billion rubles were spent on his provision. IN in social networks the luxury of the governor’s residences is already being compared to the chic of Arab sheikhs.” People are outraged by the luxurious life and growing prosperity of the head of the region, who ranks first among the country's regions in terms of overdue wages.

Moreover, the Miklushevsky family received most of this amount thanks to the governor’s wife, who contributed 7.8 million rubles to the family budget. True, the governor’s press secretary, Albina Okhrimenko, immediately rushed to declare that Irina Miklushevskaya received this money from the sale of a one-room apartment in Moscow. It is not surprising that the situation required an explanation: after all, everyone in Primorye understands that the rather weak artist Irina Miklushevskaya could not sell her paintings for millions. Evil tongues assure: not only the works of the governor’s wife, but also their author herself are not distinguished by depth and intellectuality. Therefore, earning money with your mind and work is an almost impossible task for Madam Governor.

So with what funds did the Miklushevsky family purchase two houses with a total area of ​​almost 500 square meters? How did the head of Primorye become one of the largest landowners in Russia, acquiring land with an area of ​​almost 4.5 thousand hectares at his disposal? Primorye residents want the security forces to finally give answers to these questions, so on May 1 they went out to a protest demonstration. The protesters carried posters in their hands demanding the resignation of Miklushevsky and a number of regional officials.

Each of the posters had a large inscription “swindler,” which outraged the governor of Primorye. He wrote a statement to the police against the protesters, demanding that the Ministry of Internal Affairs punish the troublemakers for slander. And now Primorye residents hope that in the near future the security forces will prove that the protesters were telling the true truth about Miklushevsky.
