Resolution of the Chief State Sanitary Doctor of the Russian Federation dated January 21, 2014 No. 3 AP was approved 2.5.3157-14 "Sanitary and epidemiological requirements for transportation by rail of organized groups of children". SP 2.5.3157-14 establish requirements for the conditions for transportation by rail of organized groups of children, the duration of the following is over 10 hours. One of the main requirements of sanitary and epidemiological safety is the presence of each child included in the group, medical certificate about the absence of contact with infectious patients, decorated not more than 3 days before departure. It is not allowed to land on the train of patients. SP 2.5.3157-14 regulates the issues of accompanying children to pedagogical workers, parents and other adults, as well as medical workers. SP 2.5.3157-14 also define basic hygienic and anti-epidemic eventswhich are conducted by medical workers when transporting organized groups of children. Among them, we note the following:

Interaction with the head of the passenger train, state sanitary and epidemiological supervision authorities;

Control over the adherence of personal hygiene rules;

Control over the organization of drinking regime and children's nutrition;

Monitoring the health status of children belonging to organized groups;

Poll on the health status of children before landing in the train;

Checking the availability of medical information about the absence of contact with infectious patients in children;

Making a decision on removal from landing in the train of children with obvious signs of the disease in acute form;

Providing medical care for sick children in the following way;

Timely isolation of infectious diseases of children from healthy and organization of hospitalization of patients;

Survey and drawing up a list of children in contact with patients with children.

When organizing hot nutrition distribution of the total calorieness of the daily diet It should be as follows: breakfast - 25-30%, lunch - 35-45%, dinner - 25-30%. The recommended average calorie value per day for children under 10 is 2100 kcal / day, for children from 11 and older - 2550 kcal / day. Recommended ratio of proteins, fats and carbohydrates - 1: 1: 4.

Drinking water, including packaged in containers and bottled, quality and safety must meet the hygienic requirements for drinking water. Children are provided with drinking water not only in the route of railway transport, but also when delivering them from the station to the destinations and back, as well as while finding organized groups of children at the station.

Transportation of children in the excursion bus is carried out according to the rules of the road traffic. Decree of the Government of the Russian Federation No. 1090 dated October 23, 1993 (paragraph 1.2, the concept of "organized transportation of a group of children".) Special requirements for excursion buses and bus drivers

If the duration of the trip is up to 12 hours, according to paragraph 7 of the general provisions of the Methodological Recommendations approved by Rospotrebnadzor, the Ministry of Internal Affairs of the Russian Federation on September 21, 2006, the trip is organized with one driver, if the trip is up to 16 hours with two drivers.

Requirements for bus drivers, for organized transportation of children, are listed in paragraph 8 of the Rules:

1. With work experience at least a year from the last three years by the driver of the vehicle category "D".
2. With a medical examination passed before the flight.
3. With the safety instructions for the transport of children before the flight.
4. During the last year, the driver did not have administrative offenses in the field of road traffic, for which the administrative punishment is provided in the form of an administrative arrest or deprivation of the right to control the vehicle.

According to paragraph 12 of the Rules, responsible for organizing the transport of groups of children should ensure that the accompanying and medical worker must ensure that the organized transportation of children in the excursion bus is carried out within 12 or more hours.

The speed of movement of buses carrying children outside the settlements should not exceed 60 km / h, in accordance with paragraph 10.3 of traffic rules.

For each bus, the number of accompanying must correspond to the number of bus doors, one of the accompanying is responsible for the organized transport of a group of children in this bus.

If buses are two or more, then the senior responsible for the transport of a group of children is appointed. It is located in the bus closing a column along with a medical worker (paragraph 14 - 16 rules).

The rules for the carriage of children on the bus were developed to ensure the maximum security of minor passengers during organized trips. Special regulations, stipulating the rules for the transport of children on the bus, approved legislatively. Concrete requirements are presented to the driver, vehicle and accompaniment.

When and who approved the rules

The Ministry of Transport of the Russian Federation has developed the rules of organized transport of groups of children. Government Decree of December 17, 2013 No. 1177, the document was approved.

Under the term "bus transportation of children" is meant:

• Any transportation of minors, in an amount of 8 people and more.
• Transportation by non-route vehicles.
• Transportation of groups of children without their representatives (parents, adoptive parents, guardians).

An exception can be done if the representative is:

• A medical worker, and its presence is required for transportation.
• Accompanying children's team.

Transportation under the parental supervision

If the transportation of children is carried out in the presence of their parents, adoptive parents or guardians, which are not accompanied by the group, the rules of organized transportation of children by buses do not apply to it.

Organized transportation of children

Transport rules imply:

• Maintenance by representatives of the autosoperation of buses with minors.
• Compliance of the driver with the requirements of the rules.
• Preparation of a set of documents for transportation.
• Compliance with requirements for accompanying persons.
• Rules for landing / disembarking passengers in a vehicle.

Drivers will be admitted to the transport of children if:

• They have a driver's license with the open category D.
• Bus management experience is at least 1 year from the last 3.

• They passed a mandatory briefing about the transport of children.
• Received a medical admission to the flight.

Requirements for vehicles

New rules for the carriage of children by a school bus, in terms of transport for the transport of children, will begin to act from 01/01/2017. They negotiate:

• Mandatory availability of technical coupon or diagnostic card confirming the health of the vehicle.

Children will be admitted to the bus, who were previously made by the leader in the list. At the same time, before the start of the bus movement, the list can be changed by the head unilaterally. From July 10, 2015, the concept of "organized transportation of a group of children" has been changed in the rules of road traffic:

• children are in the bus;

• the number of children is 8 or more people.

Attention! The deadline for filing notification to the traffic police changed from October 1, 2019. It is 24 hours for urban and suburban trips and 48 hours for long-distance travel. This question is discussed in.

• past pre-trial instructions for the safety of children's transportation in accordance with the rules for ensuring the safety of passenger and cargo transportation by road and urban ground electric transport, approved by the Ministry of Transport of the Russian Federation;
• past pre-trip medical examination in the manner established by the Ministry of Health of the Russian Federation.

As before, drivers exercising organized by the transport of children should not have punishments in the form of deprivation of rights or administrative arrest during the last year.

Until July 10, 2015, drivers also had to have continuous work experience as a category D driver during the last year. This requirement becomes more loyal to drivers. Starting from July 10, it is enough to have one year of experience from the last three years.
