Sign validity area 3.20. No overtaking - fine for breaking the sign

21.07.2023

The road has always been, is and remains one of the most dangerous places. Every year it takes thousands of human lives: high speed, non-compliance with the rules, the human factor. Overtaking is one of the most difficult and dangerous maneuvers on the road. And overtaking made under the sign "Overtaking is prohibited" is doubly dangerous.

Introduction

Many drivers are familiar with the road situation, when, after a seemingly successful overtaking, a wave of a striped baton follows and a request to stop at the edge of the roadside. What only bad thoughts do not fly in the head of the driver at this moment! Unfortunately, not everyone understands what to expect for violation of the “No Overtaking” sign. What is the right thing to do in this difficult situation and is it possible to get out of the water dry? Let's figure it out.

No overtaking sign

This sign is numbered 3.20 in the rules and is one of the most important. No wonder it belongs to the category of prohibitory road signs. The choice of location for its installation is due to various hazards for the driver associated with poor visibility due to terrain or a sharp turn with poor visibility. This sign indicates to drivers that this section of the road represents an increased danger and overtaking on it is extremely risky.

The SDA says in black and white that it prohibits drivers from overtaking all vehicles (hereinafter referred to as vehicles), with some minor exceptions to the rules. Namely: it is allowed to overtake low-speed vehicles (structurally they cannot develop more than 30 km / h), various horse-drawn vehicles, two-wheeled mopeds, scooters and motorcycles without a side trailer and, of course, cyclists (both singles and groups). This sign on public roads is often duplicated by a solid marking line. It is allowed to be used in conjunction with additional plates 8.5.4-8.5.7 and 8.2.1. When carrying out repair work on the roadway, the sign "Overtaking is prohibited" has the status of a temporary one. In this case, it is made on a yellow background.

Area of action of the sign "No overtaking"

Like most road signs not only in Russia, but also in other countries, this sign has its own coverage area. From the by-law, called the SDA of the Russian Federation, it is clear to us that this road sign is valid:

  • From the place where he stands, to the first crossroads, and in his absence - to the end of the settlement. Outside the settlement, it is supplemented with signs and tablets.
  • May be limited by an additional plate 8.2.1 indicating the length of the restricted zone.
  • It ends at the place where sign 3.21 is installed, indicating the end of the overtaking restriction zone. However, he does not allow it, but only indicates that the sign has lost its force.
  • Road sign 3.31 removes all previously imposed prohibitions, therefore, cancels the effect of sign 3.20. Just like 3.21, it does not allow overtaking.

As you can see, the zone of action of the sign "Overtaking is prohibited" has clearly defined boundaries.

What will be the punishment

What will be the penalty? Under the sign "Overtaking is prohibited" there are various options for marking the road (or its complete absence). Therefore, the punishment may be different. Let's take a look at some of the main options:

1. Departure of the car to the "oncoming lane" contrary to the requirements of road signs and markings.

This neglect of traffic rules is punishable under Part 4, 12.15 of the Code of Administrative Offenses of the Russian Federation and ranges from 5,000 rubles to the deprivation of the VU through the court for 4-6 months. For the second such violation, a deprivation of 1 year is provided. At the same time, it must be remembered that when a violation is recorded by cameras, a fine of 5,000 rubles will be issued. This is one of the most serious traffic violations. It is with this article that traffic police officers scare drivers when they commit a less significant administrative offense.

2. Detour vehicle obstacles on the "oncoming", if it is possible to go around on the right.

This is possible when an accident has occurred on the road, an accident has occurred, the road surface does not allow moving straight, and so on. Although it is possible to move in any direction and not go to the "oncoming". But the drivers are in a hurry, and therefore violate the sign "No overtaking". What is the penalty for this? Not so big - from 1000 to 1500 rubles under Part 3, 12.15 of the Code of Administrative Offenses of the Russian Federation.

3. Failure to comply with the instructions of signs or markings by drivers.

This is possible when, in the presence of sign 3.20, there is no marking (as an example, at the place of repair work on the road), and the width of the road is large enough. Drivers, overtaking, seemingly safe and within the framework of traffic rules, move in the middle. The fine for such a violation is quite humane - according to Part 1, 12.16 of the Code of Administrative Offenses of the Russian Federation, the violator faces only 500 rubles, but a warning is also possible.

Real driving situations

Imagine that you are driving on a two-lane road, a heavy truck is driving in front of you at low speed, blocking your view and hiding road signs. To your left is broken markings. Turning on the direction indicator, rebuilding to the “oncoming lane”, the beginning of overtaking - and then the intermittent miraculously turns into a solid one. A little further on, valiant police officers wave their baton and invite to a dialogue. Common situation? Unfortunately, there is no painless way out of this. It is rare that an inspector will meet halfway and limit himself to a warning. Usually, a fine of 5,000 rubles threatens for this, as for leaving an oncoming lane.

Or another option: a two-lane road with a broken lane separating oncoming traffic. The same heavy truck, which hid a sign warning that the sign “Overtaking is prohibited” had begun, and overtaking started under it. The same traffic police inspectors, as always inopportunely found themselves in this place and at this time. It is impossible to prove anything, because road signs according to traffic rules are more important than markings, and it was necessary to rely on the sign when overtaking, and not on the broken line. And the fact that you did not see him, then who is to blame?

A frequent controversial traffic situation is overtaking under a temporary sign "Overtaking is prohibited" on a repaired section of the road on which there is no marking. The inspectors, taking advantage of their position and the fact that most of the drivers are afraid of them, charge overtaking in the opposite direction with the appropriate punishment. After all, the fine for "oncoming traffic" is not small - 5000 rubles, or even deprivation of the VU for 4-6 months. But in each of the situations described, it is possible, if not to completely avoid punishment, so significantly reduce it.

When the traffic police inspector stopped

So, a traffic police officer stopped you for neglecting the sign 3.20 and threatened you with a fine of 5,000 rubles or deprivation of your VU through the court. The first step is to calm down and analyze everything carefully. Perhaps there are ways to mitigate the punishment. The first thing to do is to try to find an obstacle on the roadway. It can be a pit, a stick or a tree branch, a large stone, a car standing on an emergency gang. Anything as long as it falls under the definition of "obstacle". For this violation, a fine of 1000-1500 rubles will be issued.

Another option to protest your violation is a sign not installed in accordance with GOST. In this case, it has no force, and it is impossible to punish such a violation. What does GOST 52289-2004 require:

  • On the DOP, having two or more lanes for movement in one direction, the sign "Overtaking is prohibited" must be duplicated on the dividing strip or on the left shoulder if there is no dividing one. It is worth making sure that this paragraph has not been violated, otherwise you need to indicate this to the traffic police officer. He, in turn, is obliged to enter the inconsistency of signs or markings in a special journal and transfer it to the duty unit. From there, the information should go to the road service to eliminate the deficiency.
  • From the sign to the ground outside settlements should be 1.5-3 m, in populated areas - 2-4 m. Signs are often installed with serious violations. This is especially sinful in the production of road works, putting signs on the mast, but almost at the ground. It is worth measuring the height of the installation in the presence of attesting witnesses or taking a photo or video filming of the measurement.

  • The sign is covered by trees and shrubs, various structures, other obstructing objects, or is turned around by the wind. According to GOST, it must be visible from a distance of 100 m. If it is not visible, demand the cancellation of the decision. However, it would be useful to photograph that the sign is hidden from drivers. It often happens that without these photographs, others appear, in which it is clear that the sign was visible and perfectly readable.
  • GOST also regulates the order of placement. First come and then warning, prescriptive, special prescriptions, and finally forbidding. Failure to comply with this order of placement allows the driver to avoid punishment, since a sign not installed in accordance with GOST is invalid. At the same time, the number of signs on one mast is also regulated.

If there is at least one item from this list, then you cannot be punished for overtaking under the “No Overtaking” road sign. True, most likely, you will have to prove your innocence in court. This is where the evidence collected earlier comes in handy.

In what cases, according to the traffic rules, there will be no punishment

Not many drivers know that there are exceptions to the traffic rules, therefore, the inspectors have no legal grounds to punish the driver for such overtaking. These are exceptions such as overtaking:

  • Slow vehicles. It must have a corresponding sign with a yellow border), otherwise, even if its speed is below 30 km / h, it is not slow-moving, and the inspector has the right to write you a fine.
  • Mounted or as well as single riders.
  • All kinds of mopeds, scooters, motorcycles and other two-wheeled motor vehicles. Of course, provided that they move without a side trailer.
  • Single cyclists or their groups.

Even when overtaking these vehicles under a sign and a solid line, you cannot be held liable for their violation, since it is not such.

Here are five helpful tips that will help you avoid punishment and not find out what a penalty is for a “No Overtaking” traffic sign:

  • The necessity, safety and possible consequences of this maneuver should be carefully weighed.
  • If you have overtaken under the sign "Overtaking is prohibited" and you are stopped by a police officer, do not panic and follow his provocation.
  • When stopping by an inspector, you should take a picture of the traffic situation, so that later there will be evidence of your words.
  • Be sure to insist on a protocol. Say that you will certainly challenge it in court.
  • And of course, you need to know and remember to follow the rules of the road.

Conclusion

As you can see, this road sign is fraught with some features, hidden pitfalls and dangers. Violation can be interpreted as a departure to the "oncoming lane" (with all the consequences), and as a simple warning for non-compliance with signs and markings. In any case, you should think carefully before overtaking. It is not for nothing that this sign is installed in places where visibility is limited, and it is tritely dangerous to overtake. The road does not forgive people for inattention and indifference in the rules of behavior dictated by it. Before you do anything, think about your family, because you are expected at home. Good luck on the roads!

Adhering to safety rules is not only a requirement of law enforcement, but also an important necessity for ensuring road safety. If this is not done, there is a real threat to road users, so they are installed on the tracks. Of particular note is the “No Overtaking” sign, which refers to prohibitory signs, for failure to comply with which a fine is provided.

What does it mean and where does it work

According to the rules of street regulation, this sign is coded 3.20. Most often it can be observed between several settlements. It is necessary to prevent the occurrence of a dangerous situation on a route with frequent accidents or with complex markings. Traffic rules regulate such sections, establishing a ban on overtaking, where the area of \u200b\u200bthis indicator is. If you neglect this rule in 2016, you can earn a fine.

Any transport is subject to restrictions and is obliged to comply with its requirements. The sign is distributed in areas where there may be a risk of a traffic accident between cars moving in the opposite or the same direction. It is also necessary when the visibility of the course is limited by natural or artificial reasons. The pointer looks like a circle framed by a red circle with two cars: red and black.

The very same zone of the sign "Overtaking is prohibited" is limited. Often the pointer itself indicates the length of its action. On the track, the removal of the ban on overtaking may be additionally indicated or there may be a standardized graphic drawing under the index 3.31. The driver can also resume overtaking if he enters another settlement or leaves the highway. This is provided for in the SDA for 2016, which also indicates a fine in the form of punishment and its size.

Meaning Features

For an area to be active, it must match one of the descriptions. That is, when changing the direction of the track or overcoming the path of the ban, overtaking can be done completely in legal circumstances. You can often see sign 3.21, which depicts several cars in black and white, overlapping with black stripes. It marks the end of the no-overtaking area and is mandatory, you can already overtake after it and there is no penalty provided for in 2016 for this. The reason for this is the area with minimal danger.

Administrative responsibility

Since the prohibition signs are mandatory, their violation entails a fine. This is provided for in 2016 by the Rules of the Road. Administrative liability for violating actions can be of different sizes, depending on the specific situation. As a rule, it is set in the form of a fine of 5,000 rubles for 2016.

In special cases, the violator may be deprived of the right to drive for a period of 4-6 months. It is important to understand that regardless of the type of violation of the “No Overtaking” sign and the location of this sign, if you fix it for the second time, you can already lose your rights in 2016 for a full 12 months.

Do without violation

May be performed in some situations. They are provided in 2016 in the rules of the road and allow you to overtake cars even in the presence of a prohibition sign. This is important to know in order not to receive an unfair fine:

  • you can overtake slow-moving vehicles;
  • the prohibition on overtaking motor vehicles or similar two-wheeled vehicles does not apply;
  • you can overtake horse-drawn carts or horse-drawn vehicles.

To identify slow-moving vehicles, a sign in the form of a red triangle with a yellow stroke is installed on it. It is installed in a highly visible place, and sometimes painted with fluorescent paint so that the driver does not miss it at night. This is not an empty requirement, because the risk of an accident increases on busy routes and non-standard sections, and therefore a large fine.

Special Exceptions

Of course, there are situations when a person will overtake a vehicle in the area of the limit indicator 3.20 if it moves at a speed of 30 km / h. For this, a fine will not be issued, since the driver has the right to such overtaking. If a slow-moving car has a warning sign, it cannot be overtaken, as stated in the 2016 regulations. In the same way, you can overtake a motorcycle if it travels at a speed of no more than 30 km / h.

This situation becomes the subject of frequent controversy when a car overtakes a car that is only moving slowly at that moment. For example, a tractor is able to develop a sufficiently high speed and moves slowly only at this moment. For similar actions, set for 2016.

Temporary traffic ban

The scope of the “No Overtaking” sign may be temporary. This variety is called 3.20V. The pointer differs only in a yellow background, otherwise repeating the original sample. It is mandatory and becomes a priority even in cases where other signs are installed nearby. The situation is similar with the time marking, which is set for the duration of the work.

In places on the route where there is a sign "Overtaking is prohibited", you need to carefully study the situation. It is important to understand that a section of traffic may not have a mandatory prohibition on overtaking. If the vehicle in front is slow moving, it can be bypassed. It's better to think twice to avoid wrongdoing. If such a situation has not been avoided and there is a risk of getting a fine, you can protect your rights with article 12.15, which takes into account all the nuances of using this pointer.

When a driver is prohibited from overtaking a car, this is done to ensure his safety. On such roads, traffic is often quite complex, which requires additional regulation. It is important to observe this, but it is also necessary to understand the exceptions to the rules in order not to fall into the trap of the tricks of law enforcement agencies.

Accident statistics show that violation of overtaking rules is not the main and not a priority cause of accidents on Russian roads. Of course, this is so, if we take into account the various small and insignificant "Cherkasy" cars when changing lanes from lane to lane. But this is a negative manifestation of statistics. But when analyzing mortality on Russian roads, violation of the rules of safe overtaking rises steeply in the unofficial “Table of Ranks”. It is as the cause of this very death.

In a head-on collision (and this happens most often in overtaking accidents), the speeds of cars (more precisely, their kinetic energies) add up to a mathematical sum. Hence the terrible consequences, and mortality, and the impossibility of restoring transport after an accident.

1. From the installation site to the nearest intersection, and in the settlement in the absence of an intersection - to the end of the settlement. The end of the settlement must be marked with an appropriate sign. That is, outside the settlement, the coverage area of the sign to the nearest intersection, which is indicated by the sign, or the beginning or end of the settlement.

2. The action of the sign is not interrupted at the exit points from the territories adjacent to the road and at the places of intersection (adjacency) with field, forest and other secondary roads, in front of which the appropriate signs are not installed 2.3.2-2.3.7

3. The coverage area may be limited by tab. 8.2.1 "Area of coverage". If a plate 8.2.1 is attached under the sign “Overtaking is prohibited”, then the sign is valid for the number of meters indicated on the plate.

4. Up to sign 3.21 "End of overtaking prohibition zone". Sign 3.2.1 indicates that the sign “Overtaking is prohibited” has ended and it is possible to overtake, provided that there is no continuous marking.

5. Up to sign 3.31 "End of the zone of all restrictions." Sign 3.31 indicates the cancellation of all previously introduced restrictions, that is, speed limits, stopping / parking, as well as overtaking restrictions.

Road sign 3.31

Is it possible to overtake if the sign "No overtaking" is combined with intermittent markings? According to GOST, continuous marking is applied immediately after the sign, and after the end of the sign, a dashed line should begin. But if there is a broken line in the zone of action of the sign, then overtaking is prohibited, since according to traffic rules, signs have priority over markings.

Similarly, a temporary "No Overtaking" sign (sign on a yellow background) takes precedence over a permanent sign. That is, if a permanent sign 3.2.1 “End of the no-overtaking zone” hangs, and after 5 meters a yellow temporary sign “Overtaking is prohibited” appears, then the temporary sign will have priority.

It is important to know what is overtaking?

So, the qualification of overtaking says that such is the advance of the vehicle, which is associated with the exit to the "oncoming lane" (oncoming lane or side of the roadway, which is intended for "oncoming traffic"). In other words, if the driver does not encroach on the exit to the "oncoming lane" to get ahead, then he does not make an overtaking maneuver. This means that it does not violate the requirements of the “Overtaking is prohibited” sign.

For what can they deprive the rights when overtaking in the area of the sign?

All this, of course, is true, but traffic police inspectors very often try to impose on the driver the opinion that he violated traffic rules by overtaking where it is unacceptable. Most often - in the area of \u200b\u200bthe sign "Overtaking is prohibited."

GAI falsification No. 1. "Overtaking" without leaving the "oncoming lane"

Quite often, the driver is ahead of the opponent moving in front, without making a departure from his direction of movement. That is - without going to the "oncoming". He is rebuilt from the lane to the next one and is ahead of another car.

By the way, let's say that until 2010, such a maneuver was called overtaking. But now it has ceased to be so. And the traffic cops know this (if they don't know, drive them out!). They know, but they are trying to "cheat" an ignorant driver, but simply - to falsify a violation and get a bribe for it! Although there can be no violation, no (consequently!) Punishment here.

Overtaking without leaving the oncoming lane

Police falsification No. 2. "Overtaking" on the right

Let's laugh at those "dummies" who have fallen for this trick of unscrupulous traffic police officers. Overtaking on the right does not exist for a long time. Already since 2010! For overtaking (as we have repeatedly noted!) Is a maneuver with an exit to the “oncoming lane”. This is how it is necessary to manage with right-hand traffic, so that, moving to the right of the car, manage to go into the "oncoming lane"?!

GAI falsification No. 3. "Overtaking"

We immediately admit that there is a violation when driving along the side of the road. And there is a sanction. Because you can't do that. "Obochechnik" must pay a fine of 1.5 thousand rubles (if he is caught, of course - we live in Russia!).

But to fine 5 "rubles" or deprive for 4-6 months (or again - for 1 year) - this is a cop (more precisely, a traffic cop) lawlessness! Let's apply the hackneyed formula: no offense - no punishment!

Overtaking a vehicle on the side of the road can cost the car owner 1.5 thousand rubles

GAI falsification No. 4. "Overtaking" obstacles

A typical situation: there is a sign “Overtaking is prohibited”, on the roadway, as a rule, it is marked. Ahead - a faulty vehicle or some kind of obstacle (trash lying on the road).

The driver "under the solid" goes around the obstacle and runs into a falsifier-traffic cop, who immediately begins to "breed" the poor fellow "for grandmas" (if it's not the end of the month). Or “to the protocol” (if it’s still the end of the month, and DPS nicknames need to “make a plan”).

And the driver did not violate the rules of overtaking. Yes, he should be punished for violating the rules of the detour (1.5 fine - maximum!), But not 5,000 rubles or deprivation for the notorious 4-6 months.

The most important traffic cop falsification - No. 5!

The most common falsification that the valiant Russian traffic cops preach in their work is the punishment for completing overtaking in the area of the “Overtaking is prohibited” sign. Very thin matter: it is for the completion of the previously started overtaking. Let's find out!

The introductory one is this: You started overtaking in the permitted zone. There is no sign “Overtaking is prohibited”, the horizontal marking line is “single broken” (option 1.5). You leave quietly on the "oncoming lane" for overtaking. Nothing portends trouble, but here ... you can run into a bunch of circumstances.

First circumstance. A long line of trucks goes in parallel in your direction and, overtaking them, you return to your lane already in the zone where the “Overtaking is prohibited” sign begins to operate, and even (for example, 1.1).

Second circumstance. “Intermittent” somehow ended too quickly, flashed “interrupted long” (1.6), and went “solid”. We didn't make it back to our lane in time!

Third circumstance. Behind the wheel of the car you are overtaking is a driver who did not like your maneuver. He adds speed (by the way, violating traffic rules) and does not allow you to complete the maneuver on time - in the permitted zone.

Video: The beginning of overtaking is intermittent, the end of the maneuver is solid

So, there are many reasons, the result is the same: you were moving along the “oncoming lane” already in the zone of action of the “Overtaking is prohibited” sign. Traffic cops begin to “breed” you for a 5,000th fine or “deprivation”.

Ask why "breed"? Was there a violation? I'll try to disagree with you. There were no overtaking violations. That is, there was a violation, but not of the overtaking rules, but of the rules for the location of the vehicle on the roadway, which is punished - the maximum! - 1.5 thousandth fine. And you can fight for 500 rubles. Or maybe try to argue and in general for the lack of punishment!

Can't believe?! Here is my argument!

Let's analyze part 4 of article 12.15, which punishes for DEPARTURE to the "oncoming lane". We, according to the letter of the law, did not go out to overtake, but were already moving, completing the overtaking. In other words, we cannot be executed with a fine of 5,000 and “deprived” of up to six months for one circumstance: we did not make an exit to the “oncoming lane” in a prohibited area. Therefore, we cannot be subject to administrative sanctions for violating the overtaking rules. There is only one thing left - the punishment for the incorrect location of our vehicle on the roadway (maximum!).

In the event that the valiant traffic cop uncle still bends his line, do not sign the protocol or write about your disagreement with it. And go! To the administrative group or the court! A normal traffic cop will not particularly insist on ending the bickering.

Instead of a conclusion

Let's summarize what has been said. Sanctions for violation of the requirements of the “No Overtaking” sign are very serious: a fine of 5,000 rubles or deprivation of rights from 4 months to six months. In case of repeated violation, the “lichen” increases to 1 year.

You just need to be able to protect your rights and prevent the arbitrariness of traffic cops who seek to breed inexperienced or ignorant drivers.

You have overtaken in the zone of action of the sign "Overtaking prohibited" and you were stopped by a traffic police inspector. The situation is extremely unpleasant, and here the installation of a sign in violation of the requirements of GOST 52289-2004 can ensure the safety of your rights. A sign not installed in accordance with GOST is contrary to both the law and traffic rules.

Even if you have overtaken in the zone of action of such a sign, you will not be punished if you prove that the sign was not installed in accordance with GOST. But I’ll note right away that you will have to fight - if there is evidence of your innocence, it is far from certain that the court of first instance will rule in your favor. Practice shows that road services simply apologize to drivers, and the court, with its inherent inadequacy in making decisions, “spits” on all GOSTs. So get ready to fight for your rights.

In order to prove the absence of an event of an offense in our case, you yourself need to know GOST 52289-2004.

So:

1. According to paragraph 5.1.6, on roads with two or more lanes in one direction, sign 3.20 "Overtaking is prohibited", installed to the right of the carriageway, must be duplicated with another one. Duplicate signs are installed on the dividing strip. On roads without a dividing lane, duplicate signs are installed to the left of the carriageway in cases where oncoming traffic is carried out along one or two lanes.

4. The sequence of placement of signs of different groups on the same support (from top to bottom, from left to right) should be as follows: priority signs, warning signs, prescriptive signs, signs of special instructions, prohibition signs, information signs, service signs. If the signs are stuck at random, then this is a direct violation of GOST.

Also, according to Article 30.2 of the Law on Road Safety, the traffic police inspector must not only know the norms of GOST, but also monitor its observance in every possible way. And if he noticed that some signs were installed incorrectly, he must enter this information into the “Journal of Defects in the Condition of Streets and Roads” (there is such a document, imagine!) And take measures to regulate traffic. Also, the duty to report to the duty unit about problems with signs or markings imposes Order of the Ministry of Internal Affairs No. 185 on the inspector.

When the inspector says “I have nothing to do with it, according to the signs - this is for the road builders,” he is lying. "According to the signs" - this is for him.

Therefore, if the sign is not placed in accordance with GOST, send a complaint to the prosecutor's office within 10 days and at the same time an application to the court for the illegal actions of the inspector and at the same time for his inaction.

Finally, some traffic rules:

Sign 3.20 "Overtaking prohibited" prohibits overtaking all vehicles. The zone of action of the sign extends from the place where the sign is installed to the nearest intersection behind it, and in populated areas, if there is no intersection, to the end of the populated area. The action of the sign is not interrupted at the places of exit from the adjacent territory and at the places of intersection with field, forest and other secondary roads, in front of which the corresponding signs are not installed (“Main road”, “Intersection with a secondary road”). The area of effect of the sign can be reduced by placing the sign “End of Restrictions” at the end of the area of its effect or by placing a sign indicating the area of effect.

But what if there is both intermittent marking 1.5 and sign 3.20 "Overtaking prohibited"?

The answer is simple: intermittent lane markings do not cancel the no-overtaking zone.

Order No. 185 of the Ministry of Internal Affairs, already mentioned above, obliges the inspector, in case of a discrepancy between the markings and road signs, to immediately report this to the duty unit, and until the defects are eliminated, to carry out regulation in this area.
